This helps Raspi 4 consume less power than RPI 3, but this doesn't mean it is any cooler though; Raspy still runs pretty hot so I highly recommend using some kind of heatsink and/or fan together with Raspi if you are planning on overclocking.

To run Windows 10 smoothly on your Raspi 4 you will need at least 8 GB Raspberry Pi Please keep in mind that Raspy 4 uses an rk3399 chip which is a 64-bit processor, theoretically, raspi 4 supports up to 128 GB of storage; but because raspy runs on arm architecture, 32-bit applications are still limited to 2 GB max while 64-bit apps can use more.
